Allegation of APPSCCE surfaces, hundred of candidates in trouble

ITANAGAR, Sept 15: In a sensational turn of event, the aspirants of Arunachal Pradesh Public Service Combined Competitive Examination (APPSCCE Mains) today claimed that the question papers of General Studies Examination 2014 which was held on Sunday were just a copy paste of APPSCCE (Mains) 2011 set B question papers which is reported to have been rejected after conducting selection based on lottery process of question papers.
It is said that normally the question papers are being prepared by question setter committee (QSC). The committee prepares two sets of question papers for each paper and it has to go through lottery selection process to maintain the secrecy and transparency. After finalizing the question papers (QSC) is handed over to moderator for selecting the question before it goes for finalization. Frustrated aspirants armed with both sets of question papers which was made available to local dailies, further went on to claim that said question (APPSCCE (main) 2011 set B was made available to few examinees since last October 2013. It also added that copy paste to last question paper which already was given to few aspirants before the examination would deprive hundreds other candidate who honestly toiled to crack the prestigious civil service examination.
Some aspirants also claimed that question no. 15(C) had insufficient data to answer table. It also alleged that 80% percent of questions of GS paper 2nd were from economics subject depriving other candidates with other background.
If the allegation and claim turns out true, it is gross negligence on the part of the commission. It is also highly questionable how 2011(Mains) question set B could be copy pasted.
The sheer negligence and lack of security on the part of APPSC is a serious blow on its integrity whose sole motto itself is “Talent Search”.
It would also mar the ongoing main examination, as the frustrated aspirants are demanding for immediate cancellation of GS examination.
The APPSC is no longer stranger to controversies, at many occasions; it has been dragged to the court by the candidates. Its form filling process is always questionable as recently the candidates who were rejected on basis of error on gender, signature and passports dragged the commission to the court in which the court ruled in favour of the candidates and they were given chance to appear the exams.
When contacted APPSC Chairman Dr. Ligu Tacho denied the allegation saying that some disgruntle candidates are making baseless allegations.
However later it issued a press statement saying the commission has received unofficial complaint from aspiring candidates and has taken the allegation very seriously. It also said that it has decided to constitute an independent enquiry. Further it maintained that APPSCCE (Main) examination 2014 will be continuing as per schedule. This daily also learnt that the commission has invited the aspiring candidates to the office on Tuesday morning to discuss over the issue.

Prominent BJP leaders including its president Tai Tagak, general secretary Dominic Tadar and State BJYM President Dug Saha, leader of the opposition Tamiyo Taga, MLAs including Er Tumke Bagra, senior leaders participated in the rally.

‘Enchantation’, a tribal music album released
MUMBAI, Sept 15: Much talked about the first of its kind tribal music fusion from the land of Arunachal Pradesh – “Enchantation” was released by legendary music composer and producer Lesle Lewis at the Film City Le Mangii, Juhu, Mumbai on Friday in an impressive function.

“Enchantation” an Arunachal tribal music experiment album has been produced by the Living Dreams, a trust founded by Dr. Hatobin Mai to fulfill ones dreams. While speaking to media, Mai shared, “Enchantation” is a step towards exploring, preserving, promoting and documenting the diversity of Arunachal Pradesh’s tribal culture. Considering the huge surplus and value added for the fruit processing, a Memorandum of Understanding (MoU) was signed on 6th December, 2013 between Arunachal Pradesh Horticultural Produce Marketing & Processing Board (APHPM & PB), Government of Arunachal Pradesh, under the Department of Horticulture and M/S Hill Crest Foods & Beverages Pvt. Ltd., Pune, Maharashtra on a pilot project.
The project has come up successfully with high quality wine, named as “ARUN KIWI WINE”. Kiwi wine is produced in few countries like NEW ZEALAND in the world. Kiwi fruits cultivated in Arunachal Pradesh are of high aroma and flavour, thus producing a very crisp and fresh Kiwi Wine, first of its kind in India. We should be in a position to distinctly promote this exquisite Wine and after some years, we should be exporting kiwi wine. Further, he informed that for the initial stage the price has been kept very low which can be affordable even by a common people. Arunachal Pradesh Government with its objective to promote Kiwi fruit farming and helping farmers by such value addition is not making any profit rather incurring some financial loss to popularize the new product.
He also informed that all the horticultural products of Arunachal Pradesh are Organic by nature as chemicals are hardly used in the cultivation. He appealed all kiwi fruit traders to come to Arunachal Pradesh instead of importing from other countries, Arunachal Pradesh Government is eager to support, promote and welcome such ventures.

NEW DELHI, Sept 15: The government today approved a scheme for strengthening power transmission in Arunachal Pradesh and Sikkim at an estimated cost of Rs 4,754.42 crore.
The Cabinet Committee on Economic Affairs approved this scheme, an official statement said.
It is necessary to strengthen the power transmission for proper voltage management and lower distribution losses in both the states.
The project would be implemented by Power Grid Corporation with its consultancy fee of 12 per cent of the execution cost.
After commissioning, the projects would be owned and maintained by state governments.
The DONER ( Ministry of Development of Northeastern Region) has conveyed its inability to finance the project due to budgetary constraints, the statement said, adding that it will now be taken up through a central sector scheme under Ministry of Power.
The project is to be implemented within 48 months from the first fund release to Power Grid Corporation. PTI

He died at the age of 42 leaving behind his three children and a wife, yet he is alive in the memories of many among his friends and families who remember him as a veteran footballer of yesteryears.

450 benefit from free medical camps
ITANAGAR, Sep 15: Altogether 450 patients were benefited by the three days health awareness programme cum free medical camps organized by the All Papum Poma Students’ Union (APPSU) at Balijan circle on Sept 10, Tarraso circle on Sept 12 and Sangdupota circle on Sept 15. In her keynote address as resource person Rubu Mamung, lecturer, Mudo Tamo Memorial B.Ed College advised the students not to ‘simply mug up’ but to make the topic as one’s own and use their feelings with correct words and expressions. “I am attending the programme not only to teach students but also to learn from them. Being a teacher, there is lot to learn from them and use the same knowledge in teaching others but not that teacher has to impose upon the students,” she added.
In technical session, three papers were presented viz, ‘Electronic English and its Affects’ by Punyo Marry (Class XI Arts), song Review of Guns and Roses, ‘Sweet Child O’ Mine’ by Roto Rebecca (Class XI Arts) and ‘Aesthetics of Visual Adaptation of Popular Fiction’ by Gyati Kaku (Class XII, Arts).
At the time when English language is considered as a medium for globalization of the world, due importance is given worldwide by organizing workshops, seminars etc. to enhance and improve English language teaching and learning. India also considered it as one of the official language. In the backdrop of people’s attitude and perception, HQEI has organized the seminar to encourage students in learning English language.
Along with the students and teachers of HQEI, H.T. Rilung, lecturer Mudo Tamo Memorial B.Ed College, Ziro also witnessed the day long seminar programme.

Domestic animal killed heartlessly again at Pasighat
PASIGHAT, Sept 15: After the recent incident of killing of a cow at Saw Mill area
along NH-
The killers slaughtered the Ox at around 11 PM, on hearing the barking of dogs and some unusual sound, the people of the area came out only to find the killed animal. The miscreants fled away on a Scooty along with one rear leg with thigh which they chopped off from the Ox. Meanwhile, a complaint has been lodged at Pasighat Police Station in this regard.

In Govt. Middle School Singa, there are only two Assistant Teachers which is not enough to meet the requirement of the school. Adequate numbers of teachers are required in the school so five Junior Teachers may be posted there.
The teacher quarters and boys and girls hostels are to be renovated immediately.
Computers were issued to every school but the students of Singa-
Further, I would like to appeal to the Director, Social Welfare Women and Child Development, Naharlagun Govt. of Arunachal Pradesh to immediately release the remaining payment to the contractors of Anganwadi Buildings at the earliest.
The Govt of India had released the BADP fund block wise in Arunachal Pradesh. But

The PMGSY Road from Ngaming to Mankota is not working properly and Harpong and Sinyuk Rivers which is between the villages are yet to be connected for medium goods vehicle.
Therefore I request the Deputy Commissioner of Upper Siang District, Yingkiong not to issue the Utilization Certificate to the Contractor executing the PMGSY road from Ngaming to Mankota (Singa Circle). Sanctioned amount of PMGSY Road construction of Ngaming to Mankota stands at Rs. 5609.53 ( fifty six crores nine lakh fifty three thousand). That amount is sufficient to cover the construction of the road between Ngaming to Singa. But the executing Department and the contractor have not constructed the bridge.
Further, i would like to request the Govt. of Arunachal Pradesh not to transfer the Govt. Employees frequently. I found that some corrupt politicians are involved in transfer and posting of employees for their personal benefit.
I request the Govt. of Arunachal Pradesh to concentrate in developmental activities

Dear Editor,
This is in reference to “Solung:Dancing history lost in transition” written by Zilpha Modi & published in your esteem news paper on Sept 7.
Indeed, I am very grateful to Z.Modi for taking keen interest to keep alive the age old and most popular and liked festival of Adis. Due to lack of script, we have no any written record of any subjects. Thus, Solung Aabaang (rhapsody) is one of them, which had been narrated by the elders or sang by Ponung Miri abu (shaman) from time immoral in Adi traditional oral literature.
Now numerous scholars of Adi have defined or derived the original meaning of the word “Solung”. After going through the definitions, derivations or theory of Solung word by different scholars, the younger generations are in dilemma.
Some of the definitions, derivations or theories of Adi writers are as per Zilpha Modi: Sonam (dance) + Alung (group)=Solung.

Now, you may be confused which one of the above is to be accepted or rejected.
In my opinion the word “Solung” can’t be defined in different directions as Lune=Solung, likewise Lutor=Etor and Ekop=Taktor.
As per the mythology is concerned, the Lune/Solung Aabaang has got its own philosophical
aspects, dignity, genealogy, direction & limitations which can’t be altered. Adding
new meanings, alteration, deviation, definition, derivation, theory, assumed by any
individual without the decision/consent of learned group of Miri Abus from different
areas of Adi belt will invite the total extinction of Adi Culture & Tradition, because
all the Culture and Tradition, Belief and Practice comes out from history. As per
the Solung Aabaang is concern, there is story of creation & re-
Alteration of any true history will ruin the society. Therefore, may I request Adi members specially the Adi Baane Kebang to spear head to organize a forum or platform in order to discuss and finalise such practical problems for future.

There is continued tension along the Indo-
The British India proposed the international boundary line between India and Tibet-
The McMahon line came into force from 27/4/1914. The boundary was not objected by any nation until 1959 with the recognition of the authority of the world maps. The Chinese government too did not totally oppose the McMahon line.
However, some questions arise whether the incursions of the Chinese military troupes into Indian territory have been done with the consent of the Chinese government or carried out by the military personnel for their own interests or it is created by a third party?
Review survey may be carried out with the help of the U.N for the settlement of the boundary disputes.

China does it again
On a predictable note ahead of President Xi Jinping's visit, Chinese civilians in government vehicles have entered into Indian Territory at Demchok in Ladakh and are preventing locals from working on an irrigation project there. As per the report in national media, the irrigation project was taken up under the NREGA scheme. However Chinese civilians from a village across the LAC called 'Toshigang' were brought in government vehicles in large numbers to prevent the locals from working on the project. It is alleged to be the handi work of the Peoples Liberation Army (PLA).
The Indian government has sought to downplay the reports while maintaining that the boundary question would be discussed with the Chinese side. It has become a usual practice for the Chinese to indulge in such acts. Often we hear reports of Chinese incursion into Indian Territory. It seems they do it deliberately as a part of psychological war against India. The government of India will have to tell visiting president that if China wants to improve bilateral relation, they will have to put an end to such practices. Incursion not only violates the sovereignty of India but also has the potential to cause severe damage to the brand China. In the long run Chinese business interests will be hurt if they continue to carry out such illegal activities inside the Indian Territory.
