Allegation of  APPSCCE surfaces, hundred of candidates in trouble

Mains Exam to continue

ITANAGAR, Sept 15: In a sensational turn of event, the aspirants of Arunachal Pradesh Public Service Combined Competitive Examination (APPSCCE Mains) today claimed that the question papers of General Studies Examination 2014 which was held on Sunday were just a copy paste of APPSCCE (Mains) 2011 set B question papers which is reported to have been rejected after conducting selection based on lottery process of question papers.

It is said that normally the question papers are being prepared by question setter committee (QSC). The committee prepares two sets of question papers for each paper and it has to go through lottery selection process to maintain the secrecy and transparency. After finalizing the question papers (QSC) is handed over to moderator for selecting the question before it goes for finalization. Frustrated aspirants armed with both sets of question papers which was made available to local dailies, further went on to claim that said question (APPSCCE (main) 2011 set B was made available to few examinees since last October 2013. It also added that copy paste to last question paper which already was given to few aspirants before the examination would deprive hundreds other candidate who honestly toiled to crack the prestigious civil service examination.

Some aspirants also claimed that question no. 15(C) had insufficient data to answer table. It also alleged that 80% percent of questions of GS paper 2nd were from economics subject depriving other candidates with other background.

If the allegation and claim turns out true, it is gross negligence on the part of the commission. It is also highly questionable how 2011(Mains) question set B could be copy pasted.

The sheer negligence and lack of security on the part of APPSC is a serious blow on its integrity whose sole motto itself is “Talent Search”.

It would also mar the ongoing main examination, as the frustrated aspirants are demanding for immediate cancellation of GS examination.

The APPSC is no longer stranger to controversies, at many occasions; it has been dragged to the court by the candidates. Its form filling process is always questionable as recently the candidates who were rejected on basis of error on gender, signature and passports dragged the commission to the court in which the court ruled in favour of the candidates and they were given chance to appear the exams.

When contacted APPSC Chairman Dr. Ligu Tacho denied the allegation saying that some disgruntle candidates are making baseless allegations.

However later it issued a press statement saying the commission has received unofficial complaint from aspiring candidates and has taken the allegation very seriously. It also said that it has decided to constitute an independent enquiry.  Further it maintained that APPSCCE (Main) examination 2014 will be continuing as per schedule. This daily also learnt that the commission has invited the aspiring candidates to the office on Tuesday morning to discuss over the issue.

 

 

War of words erupts between BJP and Cong

BJP rally against law and order situation.

ITANAGAR, Sept 15: After a brief lull, the war of words between the BJP and ruling Congress party has intensified following submission of a memorandum by the former to the governor sticking to its demand for resignation of Home Minister and immediate steps for improvement of deteriorating of law and order situation.

While submitting its seven-point memorandum to the Governor, the  BJP- BJYM combined delegation resented that the private and public sector banks are being robbed and looted in broad day light while rape, molestation and murder incidents are taking place under the  ruling Congress govt.

“Chief Minister Nabam Tuki led state government is directionless and seems nervous to strengthen the shaky State Police,”  the memorandum said while pointing out the recent killing of prominent businessman K P Chacko, who contributed to the growth of the socio-economic development of twin Capital Complex.

The memorandum sought the intervention of the Governor and appealed him to issue directives to the State Government for the safety and security of the people of the state. It further said that Governor should apply constitutional means and provisions to ensure peace and communal harmony and contain the law & order situation in the state.

The demands of the BJP  include immediate step for improvement of law and order, resignation of home minister on moral ground, halt on fraudulent diversion of development funds and early restoration of NH52-A at Karsingsa sinking zone, proper road connectivity within capital region, renovation of all sector roads and to stop mass political transfer and postings.

Earlier, large number of BJP workers including senior party leaders led by the Bharatiya Janata Yuva Morcha, Arunachal Pradesh organized a "Rajbhawan Chalo Protest rally  from Akash Deep complex to Raj Bhawan against deteriorating law and order under the Congress Govt in the morning.

Prominent BJP leaders including its president Tai Tagak, general secretary Dominic Tadar and State BJYM President Dug Saha, leader of the opposition Tamiyo Taga, MLAs including Er Tumke Bagra, senior leaders participated in the rally.

On the other hand, the Arunachal Pradesh Congress Committee (APCC) said that demand for HM’s resignation is totally immature, unethical and baseless.

Firing a salvo at BJP, the APCC said, instead of demanding the HM’s ouster, the saffron party should demand resignation of Union ministers for home affairs as they “failed to give security to the people of North East in National capital who are  the victims of racism and criminal activities.” The Congress further spoke about the AIIMS nurse from Arunachal who was assaulted by caretakers of the patients while on duty recently.

APCC general secretary T C Tok  emphatically said that the state Govt is making all out efforts for the safety and security of the  common people in the state and “culprits involved in the recent kidnapping has been arrested by the  police.”

Tok further said the state BJP should come together to fight against the anti-social elements to protect the life and properties of the people of the state in particular and  the North East in general.  

Meanwhile, Arunachal Pradesh Panchayati Raj Coordination Committee (APPRCC) appealed the BJP not to ‘politicize the issue of law and order situation of the state especially the gruesome killing of late K.P. Chacko by staging rally and demanding resignation the Home Minister.’ Curbing crime in the State is the collective responsibility of the people, the Committee said and requested the BJP and the citizens to extend moral support to the State Government in its endeavor to bring down the crime rates of the State to its minimum. It further demanded capital punishment to all criminals involved in the killing of the trader.

 

‘Raj Bhawan keeping watch on law and order’

Receiving the memorandum on behalf of the Governor, Secretary to Governor Shurbir Singh informed the BJYM representatives that Raj Bhawan has been keeping a watch on the law and order problems and challenges of the state. Periodic meetings with police department are conducted at Raj Bhawan to ensure that people of the state feel safe and secure.

The Secretary to Governor assured that with the advice and under the guidance from the Governor, Raj Bhawan will see that the points raised by the representatives are addressed and brought to logical conclusion. The Secretary further informed that recently the Governor has given his assent to the Arunachal Pradesh Unlawful Activities (Prevention) Act, 2014 which provides for preventive detention of anti-social elements and habitual offenders in order to maintain public order.

He appealed to civil society to come forward and share cases of any unlawful activities like extortion with the police and district authorities.  Singh urged the people to contribute in maintaining law and order in the state, while adding that it is the duty of every bonafide citizen.PRO to Governor

 

 

Itanagar-Banderdewa road will be riders’ delight by Oct.

ITANAGAR, Sept 15: The Itanagar-Banderdewa road will be a riders’ delight by October end, PWD Minister Gojen Gadi assured after his third visit within a month to the Karsingsa sinking zone today.

Gadi, accompanied by a group of PWD (Highway) engineers led by SE Jumo Geyi, inspected the work going at war footing by engaging 12 Falklands and three drogers whose drivers have been working on shift duty.

The vehicular traffic movement to Banderdewa was diverted through the Bage Tinali-Gumto road after the Karsingsa portion of National Highway 52,  the lifeline of the Capital Complex, was completely eroded on August 16 last by the ferocious Dikrong river. The drive from Bage Tinali to Banderdewa has been taking over 100 minutes now because of dilapidated condition of the road.

The work on Bage Tinali-Gumto road has also started, Gadi said, adding the work on Capital Complex roads would be taken up immediately after the rain stops.

While exhorting the PWD engineers to work with utmost sincerity, Gadi cautioned that any complacency would not be tolerated in providing a fair-weather road to the Capital Complex.

The minister made a fervent appeal to the public to bear with the inconvenience and cooperate with the department in speedy improvement of the roads which would facilitate easy traffic movement.

 

 

2nd DK Memorial State Open Badminton Championship concludes

ITANAGAR, Sep 15: The eventful second Dorjee Khandu Memorial State Open Badminton Championship organized by Arunachal State Badminton Association (ASBA) concluded at Raj Bhawan Badminton Stadium here on Monday.

The championship was held for U-10, U-13, U-15, U-17, U-19 years categories for both boys and girls (singles and doubles) and men and women’s open singles and doubles.

Over 370 players from 14 districts and various clubs of the state participated in the four-day-long sporting extravaganza. The participating districts were East Kameng, Namsai, Lohit, Anjaw, West Kameng, Dibang Valley, Lower Dibang Valley, Tirap, Tawang, Papum Pare, West Siang, East Siang, Lower Subansiri and Upper Subansiri.

Addressing the closing ceremony, Education Minister Tapang Taloh fondly remembered late Khandu and recalled his contribution towards development of the state during his short tenure as chief minister. He thanked ASBA for keeping his memory alive by organizing the tournament after his name and hoped this yearly event would go a  along way in promoting the sport in the state.

In his brief address, Tourism Minister Pema Khandu lauded ASBA’s efforts to identify young hidden talent, groom and showcase their talents by organizing the championship. He hoped, Arunachal will produce many players of international repute in days to come under the able guidance of ASBA. He thanked ASBA for successfully organizing the championship.

Earlier in his welcome address, ASBA Secretary Bamang Tago said that ASBA will continue to make its best efforts for promotoin of badminton in Arunachal Pradesh to fulfill late Khandu’s dream, who always encouraged all irrespective of their age to play badminton thus leaving a message for all how important are sports in our life.

“This kind of tournament not only provides players a much needed platform to show their hidden talents but also fosters unity and brotherhood among them,” he said. Tago thanked Pema and his family members for sponsoring the championship.

Later, the guests distributed trophies, prizes and certificates to the winners and runners up.

A host of Parliamentary Secretaries and MLAs were present on the occasion.

RIST FC beat Dali Beyong FC 2-1 to lift Carnival Cup 2014

GUWHATI, Sep 15:  Regional Institute of Science & Technology Football Club(RIST FC) beat Dali Beyong Football Club (DBFC) 2-1 in a keenly contested final match in the first ever Arunachal Carnival Cup 2014 at SAI, Stadium, Paltan Bazar, Guwahati  today.

The tournament is a part of Arunachal Carnival 2014 being organized by Guwahati Arunachal Students Union (GASU) in October next at Guwahati.

The match started on a cautious note leaving no space for the other to take advantage.

After a barren first half, RIST FC found the breakthrough in 55 minutes when winger Licha Teli blasted a short range shot into the net erupting wild celebration among the supporters. Jamdo Padu doubled the score in 58 minutes before DBFC reduced the margin to 2-1 through a goal from Gakir Dulom in 78 minutes.

DBFC almost equalized the score when Tutu Yangfo hit a powerful shot off the crossbar few minutes before the final hooter.

RIST FC and DBFC stormed into the final thrashing their respective opponents Tengang FC and Downtown FC 3-1 and 7-0 respectively in the semifinals.

The winner was awarded cash prize of Rs 15000 while the runners up team was given Rs 7000. Trophies to the winners and runners up teams will be given away on the valedictory function of Arunachal Carnival 2014 scheduled on October 5.

Gakir Dulom of DBFC became highest scorer with 9 goals in his kitty while Tagam Khya of DBFC was adjudged as “Player of the Tournament” for his outstanding performance. Tani Ering of DBFC has been chosen “Best goalkeeper” of the tournament for his magnificent performance.

 

 

‘Enchantation’, a tribal music album released

MUMBAI, Sept 15: Much talked about the first of its kind tribal music fusion from the land of Arunachal Pradesh – “Enchantation” was released by legendary music composer and producer Lesle Lewis at the Film City Le Mangii, Juhu, Mumbai on Friday in an impressive function.

Government Spokes person and Parliamentary Secretary Education, IPR Bamang Felix, Bollywood’s famous singer Kailash Kher among others were present during the launch ceremony.

“Enchantation” an Arunachal tribal music experiment album has been produced by the Living Dreams, a trust founded by Dr. Hatobin Mai to fulfill ones dreams.  While speaking to media, Mai shared, “Enchantation” is a step towards exploring, preserving, promoting and documenting the diversity of Arunachal Pradesh’s tribal culture. The album features selection of traditional folk songs from six tribes that have been concocted with music from the urban worlds of producers Sankarshan Kini and Donn Bhatt that makes this album a discovery which is a first of its kind”. Meanwhile, “Arun Kiwi wine” was launched by Bamang Felix, in presence of Kipa Niya, Charman, Arunachal Pradesh Horticultural Produce Marketing & Processing Board(APHPM & PB),  Kailash Kher, Bollywood singer, producers Sankarshan Kini and Donn Bahtt, Dr. Hatobin Mai, Tage Tatung, Managing Director, APHPM & PB,  Akalpi Prabhune and Vidita Mungi, Director Operation and Marketing of Hill Crest Foods & Beverages Pvt. Ltd. Pune, and many more from Bollywood industries in the same venue.

Tatung, informed the gathering that Arunachal Pradesh is the largest producing state of Kiwi fruits in India. Considering the huge surplus and value added for the fruit processing, a Memorandum of Understanding (MoU) was signed on 6th December, 2013 between Arunachal Pradesh Horticultural Produce Marketing & Processing Board (APHPM & PB), Government of Arunachal Pradesh, under the Department of Horticulture and M/S Hill Crest Foods & Beverages Pvt. Ltd., Pune, Maharashtra on a pilot project.

The project has come up successfully with high quality wine, named as “ARUN KIWI WINE”. Kiwi wine is produced in few countries like NEW ZEALAND in the world. Kiwi fruits cultivated in Arunachal Pradesh are of high aroma and flavour, thus producing a very crisp and fresh Kiwi Wine, first of its kind in India. We should be in a position to distinctly promote this exquisite Wine and after some years, we should be exporting kiwi wine. Further, he informed that for the initial stage the price has been kept very low which can be affordable even by a common people. Arunachal Pradesh Government with its objective to promote Kiwi fruit farming and helping farmers by such value addition is not making any profit rather incurring some financial loss to popularize the new product.

He also informed that all the horticultural products of Arunachal Pradesh are Organic by nature as chemicals are hardly used in the cultivation. He appealed all kiwi fruit traders to come to Arunachal Pradesh instead of importing from other countries, Arunachal Pradesh Government is eager to support, promote and welcome such ventures.

 

 

Training prog on “Management of Transaction of Indian Stamp Act, 1899”

ITANAGAR, Sep 15: A week long training programme on “Management of Transaction of Indian Stamp Act, 1899 & Registration Act, 1908” for dealing assistants commenced today at ATI Naharlagun. Altogether 31 dealing assistants consisting of Sheristadars/ UDC’s and LDC’s working under the establishment of the Additional Deputy Commissioners and Sub-Divisional Officers of various districts are attending the programme. The resource persons are D.Dutta, Asstt. Inspector General of Registration (Rtd), Guwhati, RM Jaiswal Senior Registrar (Rtd) O/o IGR & SS, Guwahati and  P.K.Tamuli Coordinator O/o IGR & SS Guwahati.

Speaking on the occasion, Tai Taggu, under secretary, district administration advised the participants to familiarize themselves with the details of the Act and clarify all their doubts.

TT Gamdik, Secretary (GA/DA) cum Inspector General in his inaugural address encouraged the participants to take full advantage of the knowledge of the resources persons and interact with them. He spoke about the relevance of the acts and its advantage to the state if these acts are implemented in a proper manner. After the subject was taken over by the District Administration, the revenue earning has been increased to Rs.4.19 crores and the target set by the department for 2014-15 is Rs.5.50 crores. The onus lies on the dealing assistants as officers are likely to be changed from time to time. Hence, he asked them to do their best and achieve more progress for better revenue augmentation for the state. A brief highlight of the course content was presented by D. Dutta, AIGR (Rtd.).

 

 

PMC resolves to streamline garbage management

PASIGHAT, Sept 15: The 1st Governing Body meeting of Pasighat Municipal Council was held at Pasighat today.

After threadbare discussion, the PMC Chief Councillor Denong Tamuk said municipal solid waste consists of household waste, sanitation residue and waste from streets.This garbage is generated mainly from residential and commercial complexes.

With rising urbanization and change in lifestyle and food habits, the amount of municipal solid waste has been increasing rapidly. PMC is all set to raise nominal users’ fee daily and monthly basis from Sept 25 onwards. We are also planning to start door-to-door garbage collection in all wards, imposing users’ fee and the matter has been recommended to the government for approval, informed Tamuk.

He informed that special drive will be carried out to clean Biomedical/hospital infectious waste soon and PMC will also identify various locations to set up parking places for auto, Tata Sumo, Tata Mobile (Pickup), two and four wheelers etc and develop a private bus station in the township soon.

Deputy Chief Councillor Atik Pertin asked the power department to prepare a DPR to modernize electrification especially in market and all important places of Pasighat and the EE Power (Elect) apprised the house that due to constrain of funds the department is not in a position to take care of street lights and maintenance of High-Mask Towers in the township. MEO Nixon Lego suggested the house to appeal district administration for allotment of plot of land to materialize parking places immediately.

Society donates sports equipments to school

ZIRO, Sept 15: Considering the growing importance of co-curriculum activities especially the games and sports in schools which are also becoming integral part of the education for school children these days, the Neeti Society (NS) Ziro today donated sports equipments to the Govt. Middle School, Dutta.

Welcoming the generous donation of society, ASM Koj Millo Chairman School Managing Committee expressed optimism that though the donated materials are few in numbers but will greatly encourage students to take up sports activities and thereby the output will be huge.

Headmaster of the school Brajen Hazarika, on behalf of the school authority and students while expressing his gratitude to NS, has assured to use the donation equipments in the fullest possible ways for the benefit of the students so that they learn many new things.   As we encourage student to take up sport activities like football, volleyball and many others beside text book, the equipment will greatly be helpful to school, he added and suggested NS to keep up its voluntary service towards the society in days to come.

 

 

Training prog on ‘cluster approach for livelihood promotion’ conducted

ITANAGAR, Sep 15: A five day Training Programme on ‘Cluster Approach for Livelihood Promotion’ was held at the SIRD, Itanagar from 8-12 September. The training was organised and conducted by National Institute of Rural Development and Panchayati Raj, NERC, Guwahati. Development functionaries from various government departments and other non-government organisations working for rural development in the state of Arunachal Pradesh participated in the programme. The programme was inaugurated by Nyabin Ete Director, SIRD.

Dr. Ratna Bhuyan, Assistant Professor, NIRD & PR, NERC, and Likha Kiran Kabak, Deputy Director, SIRD were also present on the occasion.

The five day training programme was conducted with the objectives to develop understanding of the front line functionaries of rural development from across the state on cluster approach for livelihoods promotion in the light of the National Rural Livelihoods Mission, and to develop insights into the strategies of building competitiveness and enhancing productivity in livelihoods based clusters.

The cluster based approach to livelihoods promotion in NRLM offers new ways for understanding an economy and formulating policies and practices. It offers a comprehensive assessment of a cluster’s markets, products, linkages, externalities, and synergies to help identify regulatory and business constraints, tap new and wider market opportunities, and develop sound business strategies to tackle its main competitors. Resource persons from various departments and organizations like the NIRD & PPR, NERC, KVIC, Department of Industries, SIRD, IIE etc. took the different relevant sessions of the programme.

 

 

EDP training for PMEGP beneficiaries gets underway

AALO, Sept 15: Nine day Entrepreneurship Development Training Programme for 130 PMEGP beneficiaries representing different circles and sub-divisions of West Siang District got underway at District Industry Centre today.

Inaugurating the function, West Deputy Commissioner, Pige Ligu exhorted the trainees to take up the training seriously to make best use of the employment opportunities given by government from time to time. The trainees should take keen interest and have patience in their assigned projects to generate income gradually and repay the loan component without misusing it for other purposes. The DC also asked the participants to send the messages of ban on wanton fishing and hunting to preserve wild animals, birds and fishes that are gradually diminishing day by day.

DDI Gomar Angu, disclosed that West Siang District stands as second largest target achiever in the state and beneficiaries are financed through six banking institutions of the district to undertake various natures of projects to provide employment avenues to unemployed youth of the district. 100% attendance in training is compulsory and no certificate will be issued to absentees, he said.

Rs 4,754-crore power transmission scheme for Arunachal, Sikkim

NEW DELHI, Sept 15: The government today approved a scheme for strengthening power transmission in Arunachal Pradesh and Sikkim at an estimated cost of Rs 4,754.42 crore.

The Cabinet Committee on Economic Affairs approved this scheme, an official statement said.

It is necessary to strengthen the power transmission for proper voltage management and lower distribution losses in both the states.

The project would be implemented by Power Grid Corporation with its consultancy fee of 12 per cent of the execution cost.

After commissioning, the projects would be owned and maintained by state governments.

The DONER ( Ministry of Development of Northeastern Region) has conveyed its inability to finance the project due to budgetary constraints, the statement said, adding that it will now be taken up through a central sector scheme under Ministry of Power.

The project is to be implemented within 48 months from the first fund release to Power Grid Corporation.  PTI

2nd Lt. Bahadur Panggeng Veteran Football Cup begins

PASIGHAT, Sep 15: The 2nd Lt. Bahadur Panggeng Veteran Football Cup 2014  kicked off here today at General Ground Pasighat.  It is being organized by Regeneration Football Club under the aegis of District Football Association.

In today’s inaugural match played between Regging FC and Regeneration FC, the later defeated the former by 2-0.

Earlier the tournament was  kicked off  by Dr. Kabang Lego, Jt. Director Health & Services in presence of  Er. John Langkam EE PWD Nari Division,Organizing Chairman of the Veteran Cup, Anand Darin and others.

Bahadur Panggeng was a veteran footballer of the state who represented Arunachal Pradesh in the Subroto Mukherjee Cup at New Delhi during 1990, North Eastern Region Football Tournament held at Aizwal (Mizoram) during 1991 besides participating in many state and district level football tournaments. He died at the age of 42 leaving behind his three children and a wife, yet he is alive in the memories of many among his friends and families who remember him as a veteran footballer of yesteryears.

 

Pistana Super XI, United Yachuli register narrow wins

ITANAGAR, Sep 15: Pistana Super XI and United Yachuli won their respective matches against ZPM XI Yazali and PWD XI by an identical margin of 1-0 in the Veterans Cup Football tournament played at Yazali today.

The second match of the day played between PWD XI and United Yachuli was heading for a draw until the latter scored with a minute go through a penalty kick.

 

DC gives emphasis on more employment oriented trainings

CHANGLANG, Sept 15: Changlang Deputy Commissioner, Chanchal Yadav convened a meeting amongst the members of Skill Development and Employment Generation Implementing Committee at Changlang today to discuss the various approaches in increasing employment opportunity in the district.   

Addressing the meeting Yadav stressed on giving more emphasis on imparting employment oriented trainings basing on availability of raw materials and demands in the district for the larger interest of the youth and urged the members to identify appropriate trades for training for fruitful results of the scheme. She asked them to take future scope into consideration while taking up any trade for imparting training.

The members discussed various ways and means necessary for enhancing skill development of the youth of the district and improving employment prospects which included training on tailoring, plumbering, Beautician Course, Cane & Bamboo, Local Beads making, Embroidery and Weaving. DIPRO

 

DC visits Rang village

SEPPA, Sept 15: The East Kameng DC along with ADC, EE WRD, DDSE and BDO Seppa visited Rang Village on September 13 last.

DC Sandeep Kumar Singh while felicitating the toppers of Cl-X to Ajing Rang and Bagia Dawe and also of Cl-XII students to Suresh Rang and Ragi Rang appealed the villagers to give special emphasis in their children’s education and also inculcate work culture. He also issued smart card of Chief Minister Universal Health Insurance Scheme and also distributed Solar Lamp to each and every households of Rang Village.

Later, Singh inaugurated the Solar Charging station at Rang Village constructed under the aegis of Sri Sri Rural Development Programme, Arts of Living.

ADC, Pooja Jain stressed on the need to conduct social service for cleanliness of the surrounding to stay health and hygienic life.

ASM, Langfa Kocho submitted memorandum which included construction of community Hall, Teachers quarter and issuance of directives for banning local wine at New Seppa.

Hindi Week celebrated

ITANAGAR, Sept 15: The Hindi Week was celebrated from September 8 to 14 in collaboration with Mingkeng Siko and Arun Awaz at Bunny’s Fantasy World School here.

Hindi Diwas was held yesterday where various competitions like Hindi Calligraphy, Patriotic Song, Poetry recitation, declamation etc were conducted.

Speaking on the occasion, HoD Department of Commerce, DNGC Dr SK Sharma dwelt on the benefits of knowing and speaking Hindi.

Participating students from other schools and the host school presented their poems, talks, songs etc.

 

NHPC organizes familiarization tour

ITANAGAR, Sep 15: In order to spread awareness about hydropower projects and dispel the myths/misconceptions in the minds of local villagers of the project affected areas, the Tawang Basin Projects, NHPC Limited organized an eight-day familiarization trip to Sikkim and West Bengal. The familiarization trip include visit to 510MW Teesta-V & 132MW TLDP-III Power Stations as well as to 160MW TLDP-IV Hydroelectric Project in West Bengal which is under construction stage. Around 60 villagers, drawn from the surrounding villages, is being sent in two batches of approximately 30 people each from Tawang Basin Projects area. The trip for first batch of 30 members from Tawang Hydro-electric Project, Stage-II area has left for Siliguri yesterday.

Deputy Commissioner Tawang flagged off the journey for first batch of Project Affected People to visit NHPC projects in Sikkim & West Bengal. Executive Director, Itanagar, Chief Engineer (Civil) as well as officers of Tawang Basin Projects were present during the occasion. Deputy Commissioner, Tawang District appreciated the efforts made by Tawang Basin Projects, NHPC Limited for taking such initiative in organizing the informative trip and emphasized that the villagers must be acquainted with the benefits of the hydroelectric projects.

 

Awareness programme on disaster management

SEPPA, Sept 15: Government College Seppa, East Kameng District in collaboration with Disaster Management Cell and District Administration organized an awareness programme on Disaster Management at Seppa recently.

The main objective of the programme was to make the people aware of the various natural and man-made calamities and its possible measures.

Professors of the college emphasized on preservation & planting of trees, preventives measures against fire and earth-quake related disasters.

450 benefit from free medical camps

ITANAGAR, Sep 15: Altogether 450 patients were benefited by the three days health awareness programme cum free medical camps organized by the All Papum Poma Students’ Union (APPSU) at Balijan circle on Sept 10, Tarraso circle on Sept 12 and Sangdupota circle on Sept 15.  The patients were also provided free medicines during the camps by the team of doctors.

Meanwhile, APPSU appreciated the  team of doctors including Dr. Dony Ratan and Dr. Libe Nyorak both medicine specialists from Arunachal State Hospital, Naharlagun, Dr. Anita (Homeopathic, Community Health Centre, Balijan) and other medical staffs for conducting the camps successfully. It further lauded the Yupia DMO and director of health service for extending all possible help and panchayat leaders,  youth bodies, Govt officials and general people of three administrative circles for extending cooperation for making the programme a grand success.

 

Seminar on ‘English and its uses’

ZIRO, Sept 15: The Hill Queen Education Institute (HQEI), Ziro has conducted a seminar on English language on the topic, “English and Its Uses”, here at its school auditorium today. Last month it had successfully conducted a seminar in Political Science.

In her keynote address as resource person Rubu Mamung, lecturer, Mudo Tamo Memorial B.Ed College advised the students not to ‘simply mug up’ but to make the topic as one’s own and use their feelings with correct words and expressions.  “I am attending the programme not only to teach students but also to learn from them. Being a teacher, there is lot to learn from them and use the same knowledge in teaching others but not that teacher has to impose upon the students,” she added.

In technical session, three papers were presented viz, ‘Electronic English and its Affects’ by Punyo Marry (Class XI Arts), song Review of Guns and Roses, ‘Sweet Child O’ Mine’ by Roto Rebecca (Class XI Arts) and ‘Aesthetics of Visual Adaptation of Popular Fiction’ by Gyati Kaku (Class XII, Arts).

At the time when English language is considered as a medium for globalization of the world, due importance is given worldwide by organizing workshops, seminars etc. to enhance and improve English language teaching and learning. India also considered it as one of the official language. In the backdrop of people’s attitude and perception, HQEI has organized the seminar to encourage students in learning English language.

Along with the students and teachers of HQEI, H.T. Rilung, lecturer Mudo Tamo Memorial B.Ed College, Ziro also witnessed the day long seminar programme.

 

‘Hindi Pakhwara’ celebration at RGU

RONO HILLS,  Sept 15:  The fortnight-long ‘Hindi Pakhwara’ celebration began at Rajiv Gandhi University yesterday.  It is being organized by the Hindi Cell of RGU to commemorate the nation-wide Hindi Diwas celebration from Sept 14 to 26 with the objective to promote usage of Hindi language in official work in the central government’s establishments including the RGU.

Prof. K C Kapoor, Vice Chancellor in-charge, RGU, who inaugurated the celebration formally at RGU today, highlighted the importance of Hindi and its usage. He emphasized that one should give focus on reading skills which is very important to improve grip on any language. He also pointed out the importance of grammar in order to write and speak Hindi correctly. In this regard some serious efforts were needed to improve Hindi in the state, he added.

Delivering the key-note address, Prof. Rishab Deo Sharma expressed his happiness over the unexpected development of Hindi in the state. He also said that implementation of Hindi as official language would not need much efforts as most of people speak and understand Hindi easily.

Speaking on the occasion, Dr. Rachob Taba said in this part of the country Hindi is a link language and people with mother tongue other than Hindi feel comfortable in communicating in Hindi even without any background of the language. He also appreciated the genuine efforts made by the Hindi Cell, RGU towards promoting Hindi language.

Earlier, Gumpi Nguso, Hindi Officer, RGU read out the message received from Rajnath Singh, Union Home Minister on the occasion of Hindi-Diwas.

A competition  on Self-Composed poem recitation  was organized as a part of the celebration where altogether 15 competitors took part.

Among others, Keshab Rao, Director, Geological Survey of India (State Unit) attended the programme.

 

Domestic animal killed heartlessly again at Pasighat

PASIGHAT, Sept 15:  After the recent incident of killing of a cow at Saw Mill area along NH-52, another incident of killing of an Ox surfaced this morning at GTC.

The killers slaughtered the Ox at around 11 PM, on hearing the barking of dogs and some unusual sound, the people of the area came out only to find the killed animal. The  miscreants fled away on a Scooty along with one rear leg with thigh which they chopped off from the Ox. Meanwhile, a complaint has been lodged at Pasighat Police Station in this regard.

Issues of Singa -Gelling circles

Dear Editor,

Through the columns of your esteem newspaper, I would like to highlight few genuine grievances of Singa -Gelling circles in Arunachal Times.

In Govt. Middle School Singa, there are only two Assistant Teachers which is not enough to meet the requirement of the school. Adequate numbers of teachers are required in the school so five Junior Teachers may be posted there.

The teacher quarters and boys and girls hostels are to be renovated immediately. Computers were issued to every school but the students of Singa-Gelling schools have been deprived from this opportunity.

Further, I would like to appeal to the Director, Social Welfare Women and Child Development, Naharlagun Govt. of Arunachal Pradesh to immediately release the remaining payment to the contractors of Anganwadi Buildings at the earliest.

The Govt of India had released the BADP fund block wise in Arunachal Pradesh. But Singa-Gelling circles of Payingdem Block are yet to receive the fund for 2013-14.

I appeal to the Deputy Commissioner Upper Siang District and Govt. of Arunachal Pradesh not to issue any Utilization Certificate without spot verification. In charge for executing BADP Scheme for the year 2013-14 and 2014-15 should be given to the BDO Singa-Gelling (Payingdem Block).

The PMGSY Road from Ngaming to Mankota is not working properly and Harpong and Sinyuk Rivers which is between the villages are yet to be connected for medium goods vehicle.

Therefore I request the Deputy Commissioner of Upper Siang District, Yingkiong not to issue the Utilization Certificate to the Contractor executing the PMGSY road from Ngaming to Mankota (Singa Circle). Sanctioned amount of PMGSY Road construction of Ngaming to Mankota stands at Rs. 5609.53 ( fifty six crores nine lakh fifty three thousand). That amount is sufficient to cover the construction of the road between Ngaming to Singa. But the executing Department and the contractor have not constructed the bridge.  

Further, i would like to request the Govt. of Arunachal Pradesh not to transfer the Govt. Employees frequently. I found that some corrupt politicians are involved in transfer and posting of employees for their personal benefit.

I request the Govt. of Arunachal Pradesh to concentrate in developmental activities of interior places like Gelling-Singa Circle and Tuting Yingkiong as well.

Origin of Solung

Dear Editor,

This is in reference to “Solung:Dancing history lost in transition” written by Zilpha Modi & published in your esteem news paper on Sept 7.

Indeed, I am very grateful to Z.Modi for taking keen interest to keep alive the age old and most popular and liked festival of Adis. Due to lack of script, we have no any written record of any subjects. Thus, Solung Aabaang (rhapsody) is one of them, which had been narrated by the elders or sang by Ponung Miri abu (shaman) from time immoral in Adi traditional oral literature.

Now numerous scholars of Adi have defined or derived the original meaning of the word “Solung”. After going through the definitions, derivations or theory of Solung word by different scholars, the younger generations are in dilemma.

Some of the definitions, derivations or theories of Adi writers are as per Zilpha Modi: Sonam (dance) + Alung (group)=Solung.

As per Nompok Mitkong (ARSI Vol-XIX Psg Solung Souvenir) and Arak Megu (in his Aabaang Book) :Eso (mithun) +  Alung (herds)= Solung.

As per Bani Danggen (Digok Roli Itanagar Solung Souvenir Vol-VI):Ami alung (group of people) + Yokya sonam (tug of war)=Solung.

Nakmin Perme in his ARSI Vol-XXIII Psg Solung Souvenir writes that: Kilung might have deviated to present Solung.

Now, you may be confused which one of the above is to be accepted or rejected.

In my opinion the word “Solung” can’t be defined in different directions as Lune=Solung, likewise Lutor=Etor and Ekop=Taktor.

As per the mythology is concerned, the Lune/Solung Aabaang has got its own philosophical aspects, dignity, genealogy, direction & limitations which can’t be altered. Adding new meanings, alteration, deviation, definition, derivation, theory, assumed by any individual without the decision/consent of learned group of Miri Abus from different areas of Adi belt will invite the total extinction of Adi Culture & Tradition, because all the Culture and Tradition, Belief and Practice comes out from history. As per the Solung Aabaang is concern, there is story of creation & re-creation, transformation & re-transformation maintaining its sequence of genealogy. Therefore, the meaning of ”Solung” word has to be defined by tracing back from its genealogy and proved or aunthenticated through the Lune/Solung Aabaang only by the learned Miri abus. As sang by Miri Abus, Lune/Solung is the youngest of all festivals decreed by Kine nane.

Alteration of any true history will ruin the society. Therefore, may I request Adi members specially the Adi Baane Kebang to spear head to organize a forum or platform in order to discuss and finalise such practical problems for future.

The international lines

Dear Editor,

There is continued tension along the Indo-China international boundary. The incidents of incursion into Indian Territory by Chinese military have occurred in Jammu & Kashmir this year too. Failure to resolve this boundary crisis may cause uncertainty in Indo-China relations leading to serious conflicts in future.

The British India proposed the international boundary line between India and Tibet-China after several surveys. Secondly, the Anglo-Chinese convention was held in 1890 for the fixation of the boundary. Thirdly, the Shimla conference held on 13/10/1913 chaired by sir Henry McMahon fixed the international boundary between India and Tibet-China. Fourthly, boundary line was fixed basing on natural barriers like ridges, crests etc.

The McMahon line came into force from 27/4/1914. The boundary was not objected by any nation until 1959 with the recognition of the authority of the world maps. The Chinese government too did not totally oppose the McMahon line.

However, some questions arise whether the incursions of the Chinese military troupes into Indian territory have been done with the consent of the Chinese government or carried out by the military personnel for their own interests or it is created by a third party?

Review survey may be carried out with the help of the U.N for the settlement of the boundary disputes.

China does it again

On a predictable note ahead of President Xi Jinping's visit, Chinese civilians in government vehicles have entered into Indian Territory at Demchok in Ladakh and are preventing locals from working on an irrigation project there. As per the report in national media, the irrigation project was taken up under the NREGA scheme. However Chinese civilians from a village across the LAC called 'Toshigang' were brought in government vehicles in large numbers to prevent the locals from working on the project. It is alleged to be the handi work of the Peoples Liberation Army (PLA).

The Indian government has sought to downplay the reports while maintaining that the boundary question would be discussed with the Chinese side. It has become a usual practice for the Chinese to indulge in such acts. Often we hear reports of Chinese incursion into Indian Territory. It seems they do it deliberately as a part of psychological war against India. The government of India will have to tell visiting president that if China wants to improve bilateral relation, they will have to put an end to such practices. Incursion not only violates the sovereignty of India but also has the potential to cause severe damage to the brand China. In the long run Chinese business interests will be hurt if they continue to carry out such illegal activities inside the Indian Territory.
